中共中央、國務院近日發(fā)布《知識產(chǎn)權強國建設綱要（2021-2035年）》（以下簡稱《綱要》）?！毒V要》提出，到2025年，知識產(chǎn)權保護更加嚴格，社會滿意度達到并保持較高水平，知識產(chǎn)權市場價值進一步凸顯；到2035年，我國知識產(chǎn)權綜合競爭力躋身世界前列。

China released a 15-year plan (2021-2035) on the development of intellectual property rights (IPR) power. The plan, which demands stricter IPR protection, a high level of public satisfaction, and greater market value of IPR by 2025, was released by the Central Committee of the Communist Party of China and the State Council. By 2035, China's IPR competitiveness will rank among the top in the world, says the guideline.

《知識產(chǎn)權強國建設綱要（2021-2035年）》是繼2008年頒布的《國家知識產(chǎn)權戰(zhàn)略綱要》實施結束后，為統(tǒng)籌推進新發(fā)展階段我國知識產(chǎn)權事業(yè)而制定的第二個長期規(guī)劃，在強調(diào)知識產(chǎn)權制度服務于國內(nèi)創(chuàng)新驅動發(fā)展需要的同時，更加關注知識產(chǎn)權作為國家發(fā)展戰(zhàn)略性資源和國際競爭力核心要素的重要性。

《綱要》從建設面向社會主義現(xiàn)代化的知識產(chǎn)權制度、建設支撐國際一流營商環(huán)境的知識產(chǎn)權保護體系、建設激勵創(chuàng)新發(fā)展的知識產(chǎn)權市場運行機制、建設便民利民的知識產(chǎn)權公共服務體系、建設促進知識產(chǎn)權高質量發(fā)展的人文社會環(huán)境和深度參與全球知識產(chǎn)權治理等六個方面部署了知識產(chǎn)權強國建設的重點任務，提出了加強組織領導、加強條件保障和加強考核評估三方面組織保障要求。

知識產(chǎn)權保護工作關系國家治理體系和治理能力現(xiàn)代化，關系高質量發(fā)展，關系人民生活幸福，關系國家對外開放大局，關系國家安全。

IPR protection relates to the modernization of China's governance system and capacity, high-quality development, people's happiness, the overall situation of the country's opening up to the outside world, and national security.

要加強知識產(chǎn)權保護工作頂層設計。要研究制定“十四五”時期國家知識產(chǎn)權保護和運用規(guī)劃，明確目標、任務、舉措和實施藍圖。既嚴格保護知識產(chǎn)權，又確保公共利益和激勵創(chuàng)新兼得。

The top-level design for IPR protection should improve. China will create a national plan for IPR protection and application for the 14th Five-Year Plan period from 2021 to 2025, specifying goals, tasks, measures and a blueprint for implementation. The plan should strictly protect IPR, ensure public interests, and create incentives for innovation.
